Financial System of the 21st Century Competitive Economy: Challenges and Solutions
Moscow financial forum – is a unique platform for professional discussion aimed to build up effective solutions in the sphere of financial policy and enhance the competitiveness of the Russian economy.
The Forum is organized by the Finance Ministry of the Russian Federation in cooperation with the Moscow Government.
The first Moscow financial forum was held in the capital on September 23, 2016 and laid the foundation for further meetings of financial experts every year in September for discussion of the topical issues and development of effective solutions in the financial sphere of Russia. Last year Forum demonstrated increased interest of professionals towards the issues of the development of financial and economy systems of the country. Reputable speakers and participants of the Forum insured the high level of discussion, vibrant conversation and polarity of views.
Second Forum is timed to the Day of Financier – day of Russian Ministry of Finance establishment. In 2017 Finance Ministry of Russia celebrates its 215th anniversary, and Moscow – 870th anniversary of its founding.
This year the Forum brings together government officials, representatives of business and expert community of international level, as well as public and political figures, who in the course of constructive discussion will determine key directions of financial strategy of Russian economic development.
Business program of the Forum includes two plenary sessions and 13 panel discussions.
Participants of the first plenary session "Financial System of the 21st Century Competitive Economy: Challenges and Solutions" will discuss structural changes of the world finance system, needed to promote economy growth, surmount modern challenges and assure sustainable development.
Second plenary session will be devoted to the discussion of international experience and national characteristic of the digitalization of economy and the impact of this process on public finance.
In the course of the thematic panel discussions participants of the Forum will debate about problems of budgetary and taxation policies, perspectives of intergovernmental fiscal relations development, state procurement system, tendencies in the state financial control management, principals of open budget compilation, changes in OSAGO (third-party liability cover) and other topical questions.
The Ministry of Finance of the Russian Federation is the federal executive body responsible for legal regulation in the field of budget, tax, insurance, foreign exchange, public debt, banking and auditing, the production, processing and circulation of precious metals and precious stones, customs duties and development of financial policy in the field of the civil service and the judicial system. Its activities are based on the Constitution of the Russian Federation, constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation.
The Ministry of Finance of Russian Federation coordinates and controls the activities of the federal services under its jurisdiction: the Federal Treasury, Federal Tax Service, Federal Customs Service and the Federal Service for Alcohol Market Regulation.

The Moscow City Government (Mayor of Moscow) – the supreme, standing, collegial, executive body of the city of Moscow, with comprehensive terms of reference, co-ordinating the activities of other Moscow executive bodies. The system of executive bodies of the city of Moscow is formed of the Moscow City Government and sectoral, functional and territorial executive bodies of the city subordinate to the Moscow Government.
The Moscow City Government is headed by the Mayor of Moscow Sergey Sobyanin.
The Moscow Financial Forum will be held on September 8 in the Manege Central Exhibition Hall located in the very heart of Russia on Manege Square. The building of the Manege was erected, by order of Alexander I, over a span of eight months in 1817 to celebrate the fifth anniversary of the victory in the War in 1812. The edifice was designed by the engineer Agustín de Betancourt and was then called the “Exerzierhaus” (military exercise house).
Today, the Manege CEH is one of Moscow’s principal venues for business and cultural communication of the Russian and international public.
