Obligatory insurance of a civil liability of automobile owners (third-party only vehicle insurance)  has been existed for 15 years already in Russia, for this time automobile owners have got used to a civilized way of indemnification of harm. However,  there has been a lot of controversy surrounding this topic in recent years: drivers are concerned about the increase in the cost of policies, and insurers complain about losses.

Deputy Finance Minister Alexey Moiseev told RIA Novosti in the framework of the Moscow Financial Forum when it will be possible to expect full liberalization of CMTPL tariffs, will this lead to uncontrolled price increases for car owners and why the Ministry of Finance does not want the work of branches of foreign companies, but will still let them into this market.
