The National Projects and Regions: Challenges and Solutions session was held at Moscow Financial Forum. Participants of the discussion covered the efficiency of national projects implementation.
According to First Deputy of Minister of Finance of the Russian Federation Leonid Gorin, primary responsibility rests upon interaction of the constituent territories of the Federation and local government bodies.
“The main issue is the budget planning horizon. We have taken a big step forward by separating subsidies within national projects at the beginning of the year. Our main task in the coming period is to achieve performance targets in the budget cycle and approach the resource level before 2022. Inter-budget transfers are to be set for three years”, Leonid Gorin said.
As reported by Head of the Russian Presidential Academy of National Economy and Public Administration (RANEPA) Vladimir Mau, the results of the governors’ work match the expert appraisal with a 110% agreement. Mau also added that he sees the problem of co-financing and control in national project implementation.Governor of the Ivanovo Region Stanislav Voskresenskiy characterized national projects as a chance to enhance living standards. He also highlighted that their implementation should be assessed not by process but by the results achieved.
