During the session “Optimization of mechanisms of state procurements” the questions connected with the simplification of the system of state procurements were brought up. The speakers made a point on such topics as unified information system, digitalization, problems of procurement system and innovative solutions for their regulation.

The government defined tasks on simplification of the system of state procurements. The work on the complex reformation and optimization of the system of state procurements is continued. The Deputy finance minister of the Russian Federation Alexey Lavrov made a statement: “We need to eliminate the unnecessary documents and change the system of norm settings”.

The digital transformation of state procurements is on the top of the agenda that we discuss. The development of digitalization is the standardization of state procurements as such”, - noticed the Head of department of Moscow on competition policy Gennadiy Degterev. “The business competition develops economy, and we develop the business competition”, - he added.

In general, the system of state procurements is becoming more clear and transparent. The President of the All-Russian public organization of small and medium-sized entrepreneurship the “Opora Rossii” Alexander Kalinin said that there is an increasing number of entrepreneurs who believe that state procurements take place within the framework of fair competitive selection.

“No matter how critical we are about the system of state procurements, it is the most developed and technologically advanced in the world. Over the past 5 years, the volume of state procurements has been growing rapidly by 11-16%. Through this volume, we must stimulate the growth of our economy. The trend is to set the face toward the business so that it would like to come to this market, ” - said the Auditor of the Accounts Chamber of the Russian Federation Maxim Rokhmistrov, participating in the session.

The Deputy Head of the Federal Treasury Anna Katamadze said that in 2019 the terms for determining the supplier and the terms for posting notices on the basis of the schedule were reduced, and the possibility of making purchases with an undefined volume at a unit price was realized. Soon a single planning document will be introduced, a pilot launch of the electronic act in the unified information system, and an online incident management. The plans for 2020 include the introduction of the electronic act into commercial operation in the UIS.
