In 2019 was implemented a law on the introduction of a special tax regime for the self-employed in four pilot regions (Moscow, Moscow and Kaluga regions, as well as Tatarstan), which is intended to facilitate the legal carrying on business and the payment of taxes. The first results of the regime were discussed within the frame of the session “Innovations in the field of non-contact tax administration. Experience of the implementation of the “Self-Employed” project.
“This preferential tax treatment was created to help people integrate into the new digital system without additional administrative barriers ,” – said the head of the Federal Tax Service of Russia Mikhail Mishustin. “Digital platforms connect up into particular ecosystems. They connect the consumer of services or goods with suppliers very quickly, bypassing regulators. Our task is to adapt very competently to these phenomena. This is a niche that needs to be occupied, in particular by government authorities. ”
“Transparency in the tax system is useful for everyone: for those who pay taxes and those who collect them. Notice that collectability is increasing. And the self-employed story is a great example of how new technologies with easy administration are good for everyone,” – commented the co-founder and CEO of Yandex Arkady Volozh. “For some reason everyone is talking about some shadow side of the work of the self-employed. But all existing service platforms, mainly marketplaces, are new virtual cities. And from the point of view of the tax service the marketplaces are especially a more convenient story, because they are more transparent than just scattered people who in reality agree on something with each other.”
The Deputy Minister of Finance of the Russian Federation Ilya Trunin reported what tasks the project group was resolving when developing the special tax regime: “In addition to the technologies that help us to provide non-contact administration, we relied on people’s desire not to go to any tax inspectorates and structures, but simply to go about their business, to be registered and to pay calmly their taxes. As a result, we got the regime where there are already 200 thousand taxpayers.”
The Chairman of the State Duma Committee on Budget and Taxes of the Federal Assembly of the Russian Federation Andrey Makarov reminded that the results of the experiment should not be evaluated now, but in 10 years, when people will check whether the state will keep its word and preserve the conditions of the law on the self-employed.
